Zelensky on Coalition of the Willing summit: Ukraine to receive new support packages, air defense and funding for drones

Kyiv, Ukraine is facing a significant €23 billion financial deficit in its defense budget for this year, as Western nations struggle to meet their funding commitments amid the ongoing conflict with Russia. President Volodymyr Zelenskyy emphasized that this funding gap is not only crucial for procuring weapons and air defense systems but also for compensating soldiers' families, ensuring soldier pay, and covering essential supplies needed for Ukraine to begin 2027 preparations.

Notably, Western leaders gathered in Kyiv on the country's independence day to pledge their unwavering support. U.K. Prime Minister Andy Burnham, European Council President António Costa, and leaders from Estonia, Finland, Luxembourg, Moldova, and the Nordic and Baltic regions attended the meeting in person. An additional remote presence was provided by French President Emmanuel Macron and German Chancellor Friedrich Merz.

President Zelenskyy criticized the delay in EU funding, pointing out that the defense ministry had prematurely utilized funds originally set for later disbursement during the year. The shortfall stems from these budgetary decisions, which exacerbate the already urgent need for additional funds. Zelenskyy highlighted the need for about €6.8 billion to €8.5 billion to ensure a "normal start" for Ukraine in 2027, factoring in costs for military salaries, soldier family support, and other essential defense-related expenditures.

However, domestic political obstacles are further complicating the funding situation. Ukrainian lawmakers are delaying reforms that serve as prerequisites for receiving international aid, with 24 such bills currently stalled in parliament. Despite this, the European Commission recently approved an additional €6.1 billion in defense procurement for Ukraine, focusing on air-defense missiles, ammunition, and radar systems.
