Before beginning negotiations with Sweden on the prison‑rental agreement, the Ministry of Justice commissioned an analysis from PricewaterhouseCoopers (PwC) to assess under what conditions renting out Estonia's prison places would be economically reasonable, and it turned out that this begins from 300 places.
