Snap Insight: NDR 2026 - the real shift in family support goes beyond S$70,000 per child

The National Day Rally (NDR) in Singapore highlights a shift in family support policy, with the government announcing the SG Child Support Package. This package includes a S$10,000 Baby Gift, S$2,000 annually for each child until they reach 16, reduced childcare costs to S$150 per month, and a S$10,000 contribution towards post-secondary education.

This marks a significant change from the previous approach that treated child-rearing as a private responsibility, with supports focused around early years and birth order. The new measures aim to treat raising children as social infrastructure, a collective endeavor vital to society. This approach is characterized by three key elements: universality, where every Singapore Citizen child receives equal support regardless of birth order; duration, with annual support until the child turns 16 and a further top-up at 17 for post-secondary education; and who pays, with the government covering costs of preschool fees, employers reimbursing all child-related leave up to a cap, and increasing childcare leave to 8-12 days per parent.

However, some aspects remain lacking. While the policy addresses financial costs, it does not yet consider the opportunity cost of care, or the valuable labor provided by caregivers. The government has promised further recommendations in early 2027, with the hope to extend child-rearing infrastructure to include time, careers, and support from the extended village of people contributing to family life.
