MP Makali Mulu: IEBC must fix funding and trust deficit ahead of 2027 elections

Kitui Central MP Makali Mulu has expressed concerns about the Independent Electoral and Boundaries Commission's (IEBC) readiness for the 2027 General Election, focusing on budgetary constraints, public trust, enforcement of election rules and voter registration. In an interview on Monday, August 24, Mulu acknowledged the IEBC's release of election timelines but highlighted that several issues remain to be addressed.

"It's good they have released the timelines so Kenyans can prepare themselves," he stated, but emphasized that preparedness should be evaluated across all stakeholders, including IEBC, politicians, civil society, security agencies and voters.

Mulu called for a thorough examination of the proposed election budget by Parliament and IEBC. The commission had initially estimated a budget of KSh60 billion, but has now revised it to approximately KSh74 billion. Mulu questioned whether Parliament should provide the funds, given previous concerns over rising election costs and the potential for upgrading existing KIEMS kits instead of purchasing new ones. He warned that the country would not be fully prepared until the required resources are discussed and allocated.

Citing the existing trust deficit in the IEBC, Mulu urged the commission to address this issue. He also criticized gaps in the enforcement of the electoral code of conduct, pointing out that laws passed by Parliament must now be implemented effectively. The MP further highlighted the challenge of voter preparedness, noting that IEBC aims to register about 28.2 million voters, compared to the current 25 million registered.

Mulu urged eligible Kenyans to secure identification documents and register as voters, stating that all stakeholders must contribute to closing the remaining gaps before the 2027 General Election.
