Japan to Set Up Expert Panel on CBRNE Terrorism

Japan's government has unveiled a comprehensive plan to combat CBRNE terrorism, which encompasses chemical, biological, radiological, nuclear, and explosive threats. The initiative involves the creation of an expert panel to enhance initial responses to CBRNE attacks, bolster intelligence capabilities, improve medical care systems, and secure medical supplies.

Prime Minister Minoru Kihara acknowledged the potential threat of terrorism to Japan, emphasizing the urgent need to protect the nation from such disasters. The expert panel will comprise medical professionals, academic experts, former personnel from the Self-Defense Forces, and police officers experienced in antiterrorism measures.

This panel will advise the government's antiterrorism headquarters, which will be activated upon a terrorist incident and overseen by the prime minister. Additionally, a separate panel of related ministries and agencies will be established to gather and analyze data, including information on drones and artificial intelligence that could potentially be used for terrorist purposes.

The government is also planning to establish a system for stockpiling medical supplies to rapidly treat and distribute aid to victims of a terror attack. Furthermore, the plan includes expanding training for medical institutions to better handle injured and ill individuals in the aftermath of a terrorist event. In line with the plan, the government aims to strengthen international cooperation to prevent the spread of nuclear and other weapons of mass destruction, particularly concerning North Korea.
