HL만도 하청노동자 유족, 정몽원 회장 ‘중처법 위반’ 고소

On March 24th, the family of a 20-year-old subcontracted worker who died in a mishap at the HL (Hannam) factory in Pochon, Gyeonggi Province, filed a lawsuit accusing HL Group chairman Moon Moon-young and the HL Group company along with the HL Subsidiary of violating the Special Measures for Serious Accidents Act (overriding law).

The lawsuit was held at the Seoul City District Court's Labor Affairs Bureau, where the representative of the "Youth Unemployment Forum of the Fallen Worker in the HL Pochon Plant" (Forum), the Forum's representative, and the nationwide Metal Workers Union's Metal Branch denounced the chairman and the company for violating the overriding law.

Moon Moon-young is the CEO of HL Group and the largest shareholder of HL Subsidiary, which manages the HL factory. The Forum claimed that the company's management board and the related corporation's executive personnel, as well as their direct supervision and decision-making, made Moon Moon-young a decision-making authority under the overriding law.

The Forum also filed a lawsuit against the subcontractor's representative, Park Ah-gu, for violating the Deployment Act, alleging that the subcontractor was using the subcontracted workers to avoid paying wages and shifting responsibility. The Forum stated that the subcontracted workers, who had previously retired from regular positions, were treated as regular employees and were given instructions directly by the plant manager, who also reported their completion to the plant manager.

The Forum demanded that the Ministry of Labor immediately implement a special on-site supervision and safety health assessment order for the entire HL Group.
