Emacs 31.1 released

Version 31.1 of the Emacs editor has been released, bringing a list of changes to the extensible text editor. Notable alterations include the removal of the Emacs dumper, a new user Lisp directory feature, and a "Send to..." menu item in context-menu-mode. Additional enhancements are detailed in the included NEWS file. Mickey Petersen, author of Mastering Emacs, has also provided an overview of some quality-of-life features in this release.
