Ceasefire monitors deploy in eastern Congo under Qatari peace deal

The Democratic Republic of Congo and the M23 armed group, backed by Rwanda, have reached a consensus on a roadmap for peace talks, as per a joint declaration published by Switzerland after facilitating the negotiations. The eastern DRC has been plagued by decades of strife, with various armed factions clashing over its mineral-rich regions, including the M23, which had gained control over large sections of the area last year.

The two parties signed a US-mediated peace deal last year in Qatar's Doha, but the fighting persisted. During recent deliberations held in Switzerland, the conflicting sides and their mediators revealed they had sketched out a course of action for future negotiations, as per the joint statement. The roadmap lays out step-by-step measures and schedules for talks under the Doha Framework Agreement, and both sides pledged flexibility and creativity within the existing framework.

They reiterated their dedication to engaging in negotiations for a comprehensive peace settlement and resolving the conflict by adhering to the Framework Agreement. The talks, which took place from August 17 to August 21 under the shadows, also saw participation from representatives of the United States, Qatar, Switzerland, the African Union Commission, and Togo, who served as the African Union mediator.

Both sides agreed on the necessity of a standardized approach for documenting allegations of ceasefire breaches. A first verification mission for ceasefire compliance is scheduled to arrive in Minembwe, located in South Kivu province of the DRC, on Monday, according to the statement. Additionally, the sides have agreed to set up a mechanism responsible for examining the progress and tackling obstacles in fulfilling the commitments and obligations outlined in the Doha Framework Agreement.

A UN mission is anticipated to arrive in DRC to assist in the implementation of the ceasefire. Over 7,000 individuals have been killed in eastern DR Congo since January, as per Prime Minister. Clashes resulted in 17 deaths in Goma, where pro-Rwandan forces entered the city.
