AP Decision Notes: What to expect in Oklahoma’s state primary runoff

Georgia's 13th Congressional District will soon have a new representative after a special election runoff on Tuesday. The district, located just outside Atlanta, will be filled by either former Gwinnett County School Board Chair Everton Blair or Marcye Scott, the daughter of the late Democratic U.S. Rep. David Scott, who passed away on April 22.

Blair garnered approximately 38% of the vote, while Scott received about 46% of the votes in the July 28 special election, which was contested by five candidates. Scott will serve out the remainder of David Scott's term, which ends on January 3, 2027. Neither Blair nor Scott is seeking a full-term seat, which will commence on January 3, 2027.

Blair was the only candidate to run for the full-term seat in the May 19 Democratic primary, where he placed third with around 12% of the votes. State Representative Jasmine Clark secured the primary with 56% of the vote and will face Republican Jonathan Chavez in the upcoming November election. Chavez, who ran uncontested for the GOP nomination, challenged David Scott during the 2024 general election and received approximately 28% of the votes.

Clark declined to participate in the special election to avoid resigning from her state Legislature seat, which would entail her leaving office just as Republican Governor Brian Kemp initiated a special session to redraw the state's congressional boundaries for the 2028 elections. State law prohibits state officeholders from running for another position if its start date is within 30 days of the existing officeholder's term ending.

Despite facing health concerns and age-related questions in recent years, David Scott was trailing in the primary race against Jasmine Clark when he passed away at the age of 80. Georgia's 13th Congressional District, situated east and southeast of Atlanta, spans six heavily Democratic counties: Clayton, DeKalb, Gwinnett, Henry, Newton, and Rockdale.

The district's largest portion of voters resides in Gwinnett County, with about 46% of the voters in the 2024 general election.
