Defense Against Ballistics and Funding for Defense: Zelenskyy Explains How Ukraine Plans to Solve Two Key Problems

Ukrainian President Volodymyr Zelenskyy detailed the two primary challenges Ukraine confronts: countering ballistic threats and securing defense funding. Speaking to journalists on August 23, Zelenskyy emphasized that Ukraine anticipates a €30 billion package from the European Union to address immediate needs. Currently, the Ministry of Defense faces a $27 billion budget shortfall, prompting earlier decisions to utilize second-half funds for drone production and other requirements.

In the upcoming months, an additional $8-10 billion is urgently needed to kickstart the next year effectively. This financial support is critical for providing weapons and essential resources for 2027, as well as covering salaries for servicemembers, payments to fallen soldiers' families, and other funding areas. Zelenskyy is actively collaborating with European partners, including France and Germany, to secure the necessary funds.

He stressed the importance of advancing the second tranche of European funds earmarked for Ukraine, a task he finds exceedingly challenging. Ukraine is hopeful that the United States will continue to play a significant role in negotiations aimed at ending the war, while European nations should participate more actively in the peace process.

Zelenskyy believes the most active diplomatic period will unfold from the G20 summit in the United States, scheduled for late 2026, to the end of summer 2027. This window of opportunity for concluding the war arises before the U.S. presidential election campaign begins, making it the most critical phase for diplomatic efforts.
