Zelenskyy appoints High Anti‑Corruption Court judges after delays

President Volodymyr Zelenskyy appointed judges to Ukraine's High Anti-Corruption Court (HACC) on August 21, according to decrees posted on his website. The appointments include 11 judges and five for the appeals chamber. The High Qualification Commission of Judges had sent Zelenskyy nominations for 17 judges after the selection process was complete, though two candidate procedures were still ongoing.

This move to boost staffing aligns with an EU performance indicator tied to a financial aid program amounting to between €250 million and €300 million. Although the original deadline for meeting this indicator was set for the first quarter of 2025, Zelenskyy had not signed appointment decrees for over a month. The monitoring consortium RRR4U estimates that more than €7 billion in EU funding is currently contingent on unmet progress indicators.
