After prison, a laptop, 40 hens, and Rs 50,000 to start again

In 2022, a 44-year-old man emerged from Kolhapur Central Jail after serving nearly two decades of imprisonment. Prior to his release, he held bachelor's and master's degrees in History and Sociology, as well as a plan to pursue law. However, he lacked a laptop. A Maharashtra government grant for released prisoners provided him with Rs 25,000, which he supplemented with Rs 5,000 borrowed from friends. Today, he is employed as a legal assistant at a private firm in Mumbai.

In an effort to enhance rehabilitation efforts for released prisoners, the Maharashtra government doubled the grant amount from Rs 25,000 to Rs 50,000, effective August 18. This extension also includes individuals acquitted after serving at least a year in custody, in addition to convicts and probationers under the Maharashtra Probation of Offenders Act, 1958.

The scheme, which commenced in 1993, has benefited approximately 480 individuals annually, with the state budget increasing from Rs 12 lakh to Rs 1 crore in recent years.

The grant can be utilized for various purposes, such as purchasing equipment for a specific business or enterprise. For instance, the 44-year-old man from Mumbai, who was convicted in a murder case, intended to use the funds to establish a small grocery shop. In contrast, a farmer from Palghar used the grant to purchase coops and feed for a flock of 40 hens, with plans to expand his poultry operation in the future.

Another beneficiary employed the funds to launch a clothes business, while yet another established a paan shop.
