FTA Index 2025 tracks regional delivery of trade commitments

The 2025 FTA Implementation Index for Localities (FTA Index 2025) was launched recently, covering all 34 provinces and cities in Vietnam. The inaugural year's experience informed the methodology, while 4,066 companies nationwide participated in the survey in 2023-2024. Industries spanned agriculture, fisheries, mining, manufacturing, wholesale, and retail.

Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan emphasized the index's focus on businesses, enhanced data quality, and improved survey coverage. The results showed continued progress in local implementation, encouraging authorities to prioritize international economic integration. Haiphong topped the 2025 ranking with 35.62 points, followed by Tuyen Quang, Thanh Hoa, Vinh Long, and Ca Mau.

Standing Deputy Prime Minister Pham Gia Tuc stressed that FTA commitments should drive institutional reform, innovation, productivity improvements, and a new growth model. He urged local authorities to integrate FTA implementation into socioeconomic development strategies and develop action programs based on the index results. Tuc also called for a streamlined FTA information system with AI capabilities and a national digital FTA ecosystem. Vietnam has signed 17 FTAs, accounting for more than 80 percent of global GDP.
