The Federal Investigation Agency (FIA) in Pakistan has reportedly dismantled an illegal visa facilitation network operating in Islamabad. The network involved a Chinese national, Xiao Jingping, as well as officials from the Immigration and Passports Department (IMPASS) and Islamabad Police’s Special Protection Unit (SPU). The suspects allegedly ran call and digital centers to facilitate immigration clearance for foreign nationals who violated visa restrictions.

Xiao Jingping allegedly disclosed that he received Rs. 80,000 per passenger for such services. WhatsApp conversations and payment receipts recovered during the investigation supported these allegations. Following the disclosures, the FIA formed a raiding team led by Anti-Corruption Cell Assistant Director Umar Arsalan and Inspector Raja Faheem, which subsequently arrested Xiao Jingping and Junaid Mughal.

The investigation further revealed that officials from the National Cyber Crime Investigation Agency (NCCIA) were allegedly paid monthly bribes to protect foreign nationals involved in illegal activities.
