Trump's order to scale back the exercises aligned with the commencement of Ulchi Freedom Shield, an 11-day training program set to run until August 27. The drills primarily focus on contingency planning against North Korea. Trump's decision to reduce the exercise was reportedly motivated by concerns over financial strain and his perceived amicable relationship with North Korean leader Kim Jong-un.
