US Democrats rebuke Trump for easing sanctions on Beijing, Hong Kong officials

Several high-ranking US Democrats expressed their disapproval on Tuesday of President Donald Trump's recent decision to ease sanctions on Chinese and Hong Kong officials, alleging they were "complicit in Beijing's dismantling of Hong Kong's autonomy". The lawmakers released a four-page letter criticizing the move, which they believed raised questions about the stability of US policy towards Hong Kong and warranted a response from the administration.

On July 14, the US removed nine of the 48 sanctioned officials from the list, including security officials and the Justice Secretary, effectively removing restrictions on their ability to use the US banking system or access US assets. The move also shifted 39 others, including former chief executives and the National People's Congress Standing Committee leadership, to a different sanctions list that removed some restrictions.

The US Treasury noted that the exemption did not affect two related US laws. The lawmakers signed the letter, which was released on Congress of the United States stationery, by two Senators and seven Congressmen, expressing serious concern over the decision. They emphasized that the national emergency status underpinning the executive order, which has been renewed annually since 2020, had not been interrupted until last month.

They noted that despite Beijing's continued actions to "dismantle Hong Kong's autonomy", the threat to US national security, foreign policy, and economic interests had not diminished. The lawmakers also highlighted a Hong Kong Conditions Report from the US State Department, which claimed that Beijing and Hong Kong authorities had systematically degraded Hong Kong's political autonomy and civilians' rights and freedoms in 2025.

Furthermore, they criticized the decision to ease sanctions as a potential bargaining chip in unrelated trade negotiations during a meeting in Madrid. The Chinese embassy in Washington defended the easing of sanctions, stating that they serve the shared interests of both countries and hoped for a positive relationship between China and the United States.
