Saudi Arabia Tightens Hajj Accommodation Rules

Saudi Arabia’s Ministry of Tourism has unveiled revised regulations and standards for accommodation facilities catering to pilgrims during the Hajj season, in anticipation of the 2027 pilgrimage. Nasr Alansari, a ministry spokesperson, explained that these new rules aim to enhance the regulatory and operational framework, bolster the preparedness of hospitality establishments, and guarantee adherence to mandatory standards before the arrival of pilgrims.

The updated requirements encompass operational preparedness, safety measures, service continuity, and compliance with operating guidelines aimed at ensuring pilgrims’ safety and a well-organized stay.

Under the new framework, Hajj accommodation facilities will be categorized into economy and first-class accommodations, each with distinct requirements. The regulations also address common areas, guest rooms, reception zones, cleanliness, upkeep, and guest services. They introduce a multi-stage inspection and oversight process, including preliminary licensing checks, commencement inspections, and ongoing assessments throughout the operating period.

The ministry stated that this comprehensive inspection system is designed to enhance compliance and elevate service quality across pilgrim-hosting facilities.

The ministry emphasized that the Hajj is a shared national responsibility, rooted in a longstanding tradition. By implementing these updated standards, Saudi Arabia aims to provide pilgrims with a secure and spiritually enriching hospitality experience. Hajj accommodation operators seeking licenses for the 2027 Hajj season have been advised to commence fulfilling the requirements well in advance and finalize all maintenance and preparatory tasks before submitting their applications.
