A Simple Bid to Cut Defense Costs, or Multifaceted Pressure?

On August 16, President Donald Trump ordered a significant reduction in the South Korea-US joint military exercises, sparking a heated debate on the diplomatic and security implications of this decision. The order, announced through social media, was attributed to Trump's desire for improved relations with North Korea and defense cost reduction. However, experts suggest that a multi-faceted approach consisting of diplomacy, security, economy, and trade played a crucial role in Trump's decision.

The primary factors behind the reduction in exercises are fourfold: resuming stalled North Korea-U.S. dialogue, pressuring allies for greater global military cooperation, addressing slow South Korean investments in the US, and resolving economic friction with US companies. The goal of resuming North Korea-U.S. dialogues was to send a conciliatory signal to North Korea, reduce the scale of exercises, and break the ice for dialogue, given North Korea's continued ballistic missile launches.

The reduction in exercises was also a retaliatory pressure against allies who are not fully cooperative with US demands for global military cooperation, revealing Trump's "transactional view of alliance." Additionally, South Korea's slow implementation of investments in the US was perceived as an intentional delay, prompting Trump to use the security card of scaling back exercises to pressure the implementation of investments.

Lastly, South Korea's regulatory conflicts with US companies, such as Coupang, led to US administration raising issues and prompted the reduction of the exercises.

If the reduction in joint exercises becomes a reality, the immediate response capabilities and combat readiness of South Korea-US combined forces may weaken. This could impact negotiations on increasing the stationing costs for US forces in Korea and discussions on readjusting the role and scale of US forces in Korea. Moreover, the possibility of Trump promoting top-down dialogue using personal ties with North Korean leaders increases.

This shift in focus towards deterring North Korea and nuclear freeze or arms control negotiations with North Korea could create friction with South Korea's denuclearization goals, reigniting the debate over "passing South Korea." Ultimately, South Korea-US relations are expected to proceed in a manner that combines security consultations and economic negotiations, requiring South Korea to promptly implement its investment promises to the US and make concessions in trade and investment areas to maintain security commitments.
