The projected completion date for the new facility in Hoeun-ri is 2029, with an estimated cost of 5 trillion won. The new governor, however, has maintained the plan, stating he will "maintain the line of succession and stability in administrative matters" while considering the broader impact on the people.

Kim Jin-tae has expressed reservations about the cost of the project, stating that "whether we need to spend 5 trillion won on the listening station every year is questionable. This issue needs further consideration." The core issue is not where to build the new facility, but rather whether it is necessary at all given the tight budget.

While there have been safety concerns about the existing government building, the current structure is rated as safe (C) and it is uncertain whether a complete replacement is feasible. The government's financial situation is also a concern, with the province having some of the lowest financial independence ratings in the country and relying heavily on government bonds.
