To kickstart this initiative, 12 sub taluk offices will be established at a cost of ₹1.02 crore, overseen by Deputy Tahsildars to deliver certificates to residents in their respective areas. Furthermore, 12,466 village administrative officials and 1,253 taluk revenue inspectors will be equipped with tablets, amounting to ₹688.63 crore, to enhance the delivery of Revenue and Disaster Management department services.

Additionally, Sengottaiyan outlined plans to provide over 20 lakh eligible low-income families with pattas for houses built on empty village "natham" lands, addressing long-standing issues in land record computerization, as well as correcting errors that have arisen. A Special Job Security Act will be enacted to protect the officials involved during their duties, ensuring their safety and stability.

Simplified versions of Sections 37 A and 37 B of the Tamil Nadu Land Reforms Act, 1961, will be implemented, along with the development of an Integrated Multi-Hazard Early Warning System – MHEWS -RTDAS (Real Time Data Acquisition System) at a cost of ₹80 crore. Sengottaiyan also announced the simplification of guidelines for land acquisition for highway construction and a detailed project report for flood mitigation efforts in four southern districts – Cuddalore, Nagapattinam, Thoothukudi, and Kanniyakumari – at a cost of ₹3.90 crore.
