Identify those who really cannot afford to repay, PTPTN told

PKR Youth leader Kamil Munim has proposed to the government a targeted approach to write off PTPTN debts for those who can't afford to repay, according to an education expert. PETALING JAYA: Noor Azlan Ahmad Zanzali of Universiti Muhammadiyah Malaysia emphasized the necessity of distinguishing between National Higher Education Fund Corporation (PTPTN) defaulters who are deliberately avoiding repayment and those who genuinely cannot meet their financial obligations.

The core of the issue, he argued, is determining the financial status of each borrower group. Referring to Kamil's suggestion, Noor Azlan stated that the government should differentiate between those who can afford to pay and those who are unable to do so.

Affendi @ Ewan Matore of Universiti Kebangsaan Malaysia added that the government should refine its approach by establishing a clear definition and criteria for eligibility for a debt waiver, ensuring that aid is not provided indiscriminately. He proposed that eligibility should not rely solely on income declarations made to PTPTN or an assessment of the borrower's financial situation.

Instead, Affendi suggested considering net income data, household commitments, and tax profiles. For the truly deserving, assistance could be provided after a comprehensive financial evaluation, alongside those who lack a regular income or are permanently disabled.
