Malaysia's Klang Free Port Zone (PKFZ) has assured that it will remain committed to facilitating trade that is lawful, compliant with regulations, and commercial in nature, according to its Chairman Lim Lip Eng. Lim clarified that the presence of international trade or cargo linked to China within PKFZ should not be interpreted as evidence of tax evasion or illicit diversion.

He emphasized that Malaysia is a key trans-shipment and logistics hub, and legitimate international trade is intertwined with global supply chains, reprocessing, integration, and export processing. As a Free Zone and commercial logistics hub, PKFZ operates under stringent customs and trade compliance procedures.

All investors, manufacturers, traders, and logistics managers seeking to establish operations in PKFZ must undergo strict screening, verification, and scrutiny. They must comply with Malaysian laws, customs requirements, free zone regulations, and relevant authority requirements, according to the statement. Lim pointed out that media reports claiming Malaysia was classified as a Tier 2 country due to increased risk of illicit diversion were inaccurate.

The report titled "The Great Transshipment Scam: Rise, Scope and Costs" claimed Malaysia was a micro-export hub and entry point, including through PKFZ. However, a report published by the White House's Trade and Manufacturing Policy Office acknowledged that the shift of import sources from China to the United States (US) could not be used as evidence that all Chinese trade had become illicit.

Lim stressed that questions about the origin of goods and export licensing under the purview of national authorities, rather than PKFZ, should be addressed. The production of an Original Ownership Certificate (NPCO) for exports to the US is regulated by the Ministry of Investment, Trade, and Industry (MITI). He explained that the licensing process is comprehensive, requiring cost analysis, declarations of war, company information, and production details.

MITI also collaborates with the Customs Department to handle any potential diversion issues. PKFZ remains dedicated to ensuring its operations are used for legitimate trade, in compliance with regulations and commercial interests. If concerns about enforcement or non-compliance arise, PKFZ will work closely with MITI, the Customs Department, and other relevant authorities to take appropriate action.
