New ‘One Higher Education Act’, launched in January, to replace UUCA, Zambry confirms

PUTRAJAYA, Aug 15 — The Malaysian government has unveiled a new national higher education legislative framework, set to replace the outdated Universities and University Colleges Act 1971 (UUCA), as part of the Malaysia Higher Education Plan (RPTM) 2026-2035, revealed Higher Education Minister Datuk Seri Dr Zambry Abd Kadir. The comprehensive initiative, dubbed the One Higher Education Act, was officially launched in January 2026.

Zambry emphasized the necessity of reforming the national higher education legislative structure by developing a new, all-encompassing act to supersede UUCA. "I take note of the Prime Minister’s announcement on the repeal of UUCA during his presidential policy speech at the 2026 PKR National Congress," he stated in a recent declaration.

Zambry clarified that UUCA was more than merely legislation governing student affairs and freedoms, as it also served as the foundation for the creation, management, and oversight of universities and university colleges. "Therefore, its repeal must be complemented by a more comprehensive, progressive, and forward-looking legal framework that aligns with the present and future demands of higher education," he elaborated.

The ministry intends to undertake this process in a collaborative and thorough manner, incorporating the perspectives of various stakeholders, including university leaders, academics, public and private higher education institutions, industry stakeholders, polytechnics, community colleges, TVET providers, legal experts, and students.

Zambry explained that the objective transcended merely repealing UUCA, aiming to establish a more holistic and progressive higher education legislative framework that would bolster institutional autonomy, academic freedom, and student representation while maintaining governance, accountability, and excellence across higher education institutions.

This strategic move is integral to Malaysia's higher education transformation under the RPTM 2026-2035, designed to ensure the country's higher education system remains relevant and adaptable amidst evolving global educational trends. Earlier, Education Minister Datuk Seri Anwar Ibrahim had announced plans to repeal UUCA to grant students greater freedom and democratic space within the country.

He referenced a memorandum and feedback submitted by student leaders advocating for substantial amendments to the Act.
