German Embassy warns of possible Russian strikes around Aug. 24

The German Embassy in Kyiv has issued a heightened security warning for German citizens residing in Ukraine, recommending them to limit train travel in the lead-up to Ukraine’s Independence Day on August 24, according to DW on August 14. The embassy expressed concern over the possibility of increased Russian strikes targeting Ukraine's energy infrastructure and transportation hubs during this period.

Specifically, the embassy cautioned that rail travel could be particularly vulnerable, stating, "Ukraine’s railway infrastructure, as well as railway operators themselves, continue to be targets of Russian airstrikes."

This warning is based on intelligence reports indicating that Russia might be planning large-scale strikes on Kyiv’s energy infrastructure in the coming weeks. The Institute for the Study of War (ISW) reported on August 8 that Russia may be gearing up for such attacks. Similarly, the Center for Strategic Communications in Ukraine, supported by U.S. intelligence, reported on August 8 that Russia is preparing a major campaign of attacks against Ukraine’s capital’s energy infrastructure ahead of Independence Day.

The ISW suggests that Russia may utilize its entire strategic reserve of ballistic missiles to inflict significant damage, potentially launching the campaign in August to capitalize on Ukraine’s limited supply of ballistic missile interceptors.

Recent attacks by Russian forces have further heightened the risk. On August 13, a Shahed drone carried out a targeted strike on a passenger train in Odesa Oblast, resulting in the deaths of the train driver and his assistant. Another passenger train in Odesa Oblast was also hit by Russian forces, leading to the injury of a child and the evacuation of 525 passengers, including 130 children.
