Ukraine Offers Russia Black Sea Moratorium

Ukraine has proposed a mutual cessation of attacks on civilian ships and port infrastructure in the Black Sea to Russia, according to a report by Reuters on Thursday. Ukraine is awaiting a response from Moscow. Russian Deputy Foreign Minister Alexander Grushko stated that Russia has not received any formal proposal. The offer arrives as Ukrainian grain exports have dropped by 76% year-on-year in August due to escalated Russian attacks on ports and commercial shipping.

Approximately 90% of Ukraine's agricultural exports typically transit through the Black Sea, but the recent strike on Novorossiysk demonstrated Russia's own maritime infrastructure's susceptibility. On Wednesday, Ukraine conducted a major joint assault on Novorossiysk, Russia's critical Black Sea naval and grain-export hub, leading all three grain terminals to cease operations and damaging naval infrastructure.

President Volodymyr Zelensky revealed that the operation integrated 15 domestically produced missile, aerial-drone, and naval-drone systems. Novorossiysk has emerged as Russia's main sanctuary in the Black Sea post multiple Ukrainian strikes, compelling Moscow to relocate many vessels from the occupied Crimea. The assault highlighted that Russia cannot carry out an attack and blockade Ukrainian ports while ensuring its own maritime infrastructure remains unscathed.

Following a request from US Vice President Joe Biden, Kyiv temporarily halted attacks on tankers delivering Kazakh crude through the Caspian Pipeline Consortium, and reaffirmed its commitment to avoid non-sanctioned foreign vessels. The Black Sea proposal also coincides with Washington's intensified efforts to rekindle broader Russia-Ukraine talks.

President Zelensky disclosed this week that Kyiv had submitted fresh proposals for ending the war to US negotiators Steve Witkoff and Jared Kushner, who are anticipated to visit both Ukraine and Russia. The Novorossiysk strike underscored Ukraine's capacity to bring the conflict to Russia's own ports. Kyiv's strategy is evident: leveraging military pressure to escalate the cost of persistent attacks and coax Moscow towards peace.
