Mungatana: Why Kenya is planning for Vision 2060 before completing Vision 2030

Kenya's Senator Danson Mungatana contends that the nation should commence preparations for Vision 2060 while concurrently pursuing the remaining objectives of Vision 2030. During a television discussion on August 13, 2026, Mungatana emphasized that Kenya has achieved 66% of its Vision 2030 targets and should not view the subsequent developmental framework as a replacement for unfinished work. He stressed that the country should not stop at 66% and instead move forward, as Vision 2060 is set to begin in three years.

Mungatana clarified that the preparatory work for the post-2030 economic transformation agenda is not a reflection of Vision 2030's failure, but rather a strategic move. He compared it to a business expanding its operations into new markets, such as East Africa, where assessing past achievements is crucial before venturing into new territories.

He further cited China's development planning system as an example of effective continuity and discipline in economic transformation. China employs a 15-year long-term vision, five-year plans, and annual sectoral plans, which he said are rigorously followed, ensuring that progress is consistently monitored and adjusted.

Mungatana highlighted that the policies implemented under China's current President Xi Jinping are part of a long-standing national agenda, with the current president continuing the work started by his predecessors. He acknowledged that Kenya is in a favorable position to build upon the foundation laid by previous administrations.

He acknowledged the contributions of former President Mwai Kibaki in advancing the Vision 2030 agenda and urged for continued progress under subsequent governments. Mungatana emphasized the importance of unity and consistency in national planning to raise Kenya's income levels closer to those of high-income economies.
