Government targets local changfan manufacturers, suppliers in expanded galamsey fight

The government is broadening its crackdown on illegal mining by focusing on businesses and supply chains that provide equipment for galamsey activities. Emmanuel Armah-Kofi Buah, the Minister for Lands and Natural Resources, revealed that a considerable number of changfan machines, which were seized during enforcement actions, were manufactured locally and then delivered to mining sites and water bodies.

As of July 2026, authorities have seized or immobilized a total of 1,724 changfan machines along with excavators, pumping machines, motorbikes, tricycles, and gold detectors. Buah emphasized the necessity of investigating not only illegal miners but also those who manufacture, finance, and supply equipment used in illicit mining operations.

To bolster intelligence gathering, the government has deployed approximately 2,000 Blue Water Guards to monitor and respond to illegal activities around water sources. While acknowledging some allegations of bribery among these guards, Buah maintained that the initiative has yielded valuable intelligence for enforcement activities.

In addition to enforcement efforts, Buah announced proposed modifications to the mining licensing system. Under the suggested reforms, the maximum initial duration for large-scale mining leases would be shortened from 30 years to 20 years. The government also intends to enforce stricter conditions on companies holding exploration and prospecting licenses, requiring them to demonstrate active involvement within specified timeframes.

Buah criticized the practice of companies securing mining concessions for extended periods without making significant exploration or development efforts. He also outlined plans to establish District Mining Committees, which would grant communities a more substantial role in decision-making processes, including evaluating the potential effects of proposed mining operations on water bodies, farms, and settlements.
