Electronic Travel Authorisation: South Africa's strategy to combat immigration fraud

South Africa's healthcare system is struggling with a significant shortage of medical professionals, with over 1,500 vacant medical positions at the end of March. The National Department of Health does not keep a record of unemployed health professionals, including doctors who have completed community service. Limpopo had the highest number of unfilled medical posts, followed by Gauteng, KwaZulu-Natal, and North West.

The Western Cape, Free State, Eastern Cape, Mpumalanga, and Northern Cape also reported vacancies. The department stated that funded posts are included in provincial Annual Recruitment Plans and that provinces continue to advertise and recruit medical officers against available funded vacancies. The review of conditions-of-service policies may create opportunities to fund more vacant posts.

Of the 1,655 medical officer appointments recorded by the end of May 2026, 664 were from the 2025 community-service cohort, accounting for more than a third. A doctor from the Eastern Cape, who completed community service in 2025, expressed frustration at applying for numerous positions without receiving any interviews or feedback.

Despite the department not receiving formal complaints about denied appointment opportunities, medical organizations warn that doctor unemployment and shortages in the public health system are interconnected issues, potentially leading to doctor fatigue, burnout, and compromised patient care. The South African Medical Association has reported that over 1,800 junior doctors were affected by unemployment after completing community service.
