US immigration agency plans to buy electric shock gloves, raising alarm among rights advocates

The US Immigration and Customs Enforcement agency (ICE) intends to purchase electric shock gloves for field officers, igniting concerns among rights advocates. According to the Department of Homeland Security (DHS) website, ICE plans to allocate up to $20 million for the CTG-5 Generated Low Output Voltage Emitter, or GLOVE, units.

These electric shock gloves are designed to disrupt an individual's ability to respond, thus serving as a Conductive Distraction and De-escalation Device for ICE and Enforcement Removal Operations officers and agents.

The American Civil Liberties Union (ACLU) has expressed alarm over the purchase of such devices, stating that granting immigration agents the ability to inflict severe pain is likely to result in additional harm to the public and a decrease in accountability. ICE officers are trained in de-escalation tactics and undergo regular use of force training, according to the DHS.

The department emphasizes that all decisions, including the adoption of new technology, are made with meticulous consideration and undergo thorough review to ensure adherence to all relevant law enforcement policies and standards.

The use of force by ICE agents has come under scrutiny following fatal shootings of two U.S. citizens in Minnesota earlier this year. Rights groups have raised concerns about the conditions in ICE detention centers, leading to nationwide protests against the agency's tactics. Since President Donald Trump took office in January of the previous year, over 50 individuals have died in ICE custody, as reported by the immigration agency.

Trump maintains that the purpose of the immigration crackdown is to enhance domestic security. However, rights groups argue that the crackdown has violated free speech and due process rights, creating an unsafe environment, particularly for ethnic minorities. They have expressed concerns about racial profiling.
