The return of an envelope to Forestry Minister Raja Juli Antoni has left many questions unanswered about the motives behind the exchange. These allegations are far from mere administrative violations; if the $14,000 indeed originated from individuals participating in the agrarian reform program, it becomes a significant issue of authority abuse. Furthermore, there are allegations of leaks regarding the investigation.
