‘Persistent insubordination’: Minister urges Omar Abdullah to drop official

Jammu & Kashmir Transport Minister Satish Sharma has urged Chief Minister Omar Abdullah to replace Transport Commissioner Vishesh Pal Mahajan due to Mahajan's persistent defiance and disrespect towards the Transport Ministry. This development comes amid growing friction between the state's elected government and the bureaucracy.

In a letter dated August 6, Sharma informed Abdullah that Mahajan's "continued defiance of and disrespect towards the authority of this Ministry has reached a point where the orderly administration of the Transport Department is being seriously compromised." Although elected MLAs and ministers have complained about bureaucratic disregard in the past, this is the first time a cabinet minister has addressed this issue directly to the chief minister.

Mahajan denied any knowledge of the letter and Sharma did not respond to requests for comment. However, sources suggest Sharma was upset over a recent bureaucratic reshuffle in the transport department. The letter has surprised many, as Mahajan is often seen as an effective officer who does not seek illegal requests or outside pressure.

In his letter, Sharma requested the chief minister's "urgent personal attention" to the matter, expressing that despite informal attempts to address the issue, no improvement has been made. He emphasized that persistent insubordination by a senior officer not only undermines the elected office's authority but also disrupts administrative accountability, affects morale, and hampers public service delivery.

Under the governance system in Jammu & Kashmir, the transport commissioner operates under the minister-in-charge's policy direction and oversight, who remains accountable to the elected government and public. Sharma urged Abdullah to immediately remove Mahajan and appoint a suitable officer to restore the department's normal functioning. In the Union Territory, governance is shared between the Lieutenant Governor and the elected chief minister and Legislative Assembly.
