Messi visit row in Kerala: possible Vigilance inquiry referral hinges on confirmation of involvement of government funds and resultant loss to the exchequer

The Kerala Chief Minister, V.D. Satheesan, announced on Saturday (August 8, 2026) that the Finance Department is investigating suspected GST levy evasion on foreign remittances. The projected loss amounts to ₹156 crore, allegedly made by the sponsor of the Argentine football team, Lionel Messi and his teammates, to secure their presence in Kochi.

If confirmed, the evasion could be considered a non-bailable felony under the CGST Act, 2017, punishable by up to five years in prison and a fine. The investigation also aims to determine if any government official assisted in the evasion. Additionally, the inquiry will assess procedural lapses by the Greater Cochin Development Authority (GCDA) in handing over Jawaharlal Nehru Stadium to the sponsor for renovation.

The Sports department report questions the sponsor's claim of transferring ₹126 crore to the Argentine Football Association (AFA) without a contractual agreement, which could constitute an offence under the FEMA, 1999, if proven. The inquiry will also examine whether former Sports Minister V. Abdurahiman's visit to Spain for the tournament, resulting in a ₹13-lakh loss to the State exchequer, violated administrative procedures and required external clearance.

Furthermore, the Finance Department's investigation will verify the legality of the previous government's selection of the sponsor for the event, alleging lack of open tendering, financial background checks, and necessary clearances.
