I didn’t intend to harm any animal, says man linked to Rocky’s death

A 24-year-old man named Shah Hizam has claimed he did not aim to harm any animal during the Klang dog-catching operation on July 29 that resulted in the death of a pet dog named Rocky. Shah was present at the operation, but he insisted that his intention was solely to fulfill his duty as a representative of the residents for the Klang Royal City Council (MBDK).

Shah's lawyer, Rafique Rashid Ali, warned that legal consequences could be faced by individuals who sent death threats or spread false information about Shah online. The lawyer stated that they were gathering evidence of threatening and slanderous remarks posted online, and warned that both individuals and news portals that provoke others could face legal action.

According to Rafique, the incident became chaotic when a woman who claimed to be Rocky's owner got involved in the operation, leading to a struggle while the neck loop used for restraining the dog remained around the dog's neck. Despite this chaos, 12 other stray dogs were caught without any issues that night. Rafique mentioned that a woman acted aggressively by attempting to cut the noose and threatened to harm herself if the dog was not freed.

The Klang Royal City Council defended its officers, stating that the pet dog's owner behaved aggressively during the operation. Police are investigating Rocky's death under Section 428 of the Penal Code, which deals with the offence of mischief by killing an animal. Additionally, the Selangor veterinary services department is conducting an inquiry into the matter under the Animal Welfare Act 2015.
