Communications Authority Clarifies New Licensing Rules for Cyber Cafés

The Communications Authority of Kenya (CA) has provided clarification on new licensing rules for cyber cafés and public internet access centres. These rules aim to enhance accountability and security while maintaining access to digital services for Kenyans. According to a notice published in the Kenya Gazette Vol. CXXVIII No. 135 on August 7, 2026, PCAC operators will be required to verify customers, display charges, provide receipts, and maintain basic records of their licenses.

However, the Authority emphasized that the new rules do not mandate the recording or retention of customers' browsing histories. Instead, operators must keep basic session information, such as the terminal used and session start and end times. The CA's regulatory approach aims to balance security, privacy, and consumer protection in the digital landscape, which remains crucial for Kenyans lacking personal devices or reliable internet connections.
