Ukraine and Moldova have agreed on a 50% discount on rail freight tariffs until the end of the year, aiming to facilitate Ukrainian grain exports as Russian attacks on Black Sea ports block traditional routes. Moldova's Infrastructure Minister confirms the agreement, expecting up to 600,000 tons of grain to be transported, representing about 10% of Ukraine's estimated exports, and ensuring government rail revenues despite lower tariffs.

NATO ambassadors discussed recent airspace violations in Poland and Romania, as well as drone incidents, and reaffirmed full solidarity and support for affected allies. Russia bears full responsibility for the airspace violations, which are dangerous and unacceptable, signaling an increasing willingness to take risks in Moscow. NATO is further developing its integrated air and missile defense across the alliance.

The alliance is also strengthening defense measures along its eastern flank from the Baltic Sea to the Black Sea, ready to deter and defend against any aggression. Ukrainian President Volodymyr Zelensky announced proposals for ending the war with Moscow to the USA, ahead of potential US negotiators' visits to both countries. He stated that the US could help strengthen Ukraine's defense, especially air defense, and press Russia to end the war rather than extend it.

The Ukraine has reportedly targeted a major oil refinery and warehouse complexes of the largest online retailer Wildberries in the area of Kharkiv in a recent massive drone attack. Zaporizhzhia Governor Alexander Gusev reported that thousands of square meters of warehouse space were burned, and a 49-year-old man was fatally injured.

Two others were injured. The logistics center had been evacuated, and Wildberries confirmed the incident. In Orsk, Orenburg region near the border with Kazakhstan, a refinery caught fire after a drone attack, as reported on social media. Governor Yevgeny Solnezew confirmed only a fire in an industrial facility after the attack, with no injuries reported.

Ukraine has initially denied any involvement in other reported oil refinery fires. Russia reportedly attacked Ukraine and other major cities with ballistic missiles in the night, killing at least five people and injuring 20 in Saporischshcha, a southern city. Kiev's Mayor Vitali Klitschko warned citizens to seek shelter as explosions rocked the capital.

Zelensky announced further counterattacks in the Russian hinterland, citing a recent strike on the Russian oil industry in Tobolsk, Siberia. He warned of additional attacks in the Russian hinterland and alleged North Korea's role in supplying additional ballistic missiles to Russia and preparing further deployment of North Korean troops on Russian territory.
