UK gives councils more power over betting, vape shops

Prime Minister Andy Burnham has announced new measures to give British councils more authority over the establishment of vape shops, betting shops, and adult gaming centres on their local high streets. The government aims to help communities reshape town centres that have declined due to the rise of businesses that residents oppose. The proposals were published in a statement by the Prime Minister’s Office and 10 Downing Street.

Under the new rules, councils would have the power to refuse new betting shops, while vape shops and adult gaming centres would need to obtain planning permission before opening. The government intends to abolish the "Aim to Permit" rule in the Gambling Act, which currently restricts councils' ability to reject new betting shops and 24-hour slot machine shops when there are strong local concerns. This change will empower residents and councils to have a greater say in the businesses that open on their high streets.

Vape shops will also require planning permission, particularly if they are proposed in close proximity to schools. The government plans to tighten the definition of a vape shop to prevent businesses from bypassing the new requirements by portraying themselves as convenience stores or general retailers. Adult gaming centres, which provide access to gambling machines only to adults, would also need planning permission under the proposed measures, which are expected to take effect at the beginning of the next year.

The changes were announced by Burnham, who stated that the aim is to restore control to communities over the high streets that have been "hollowed out" over decades of decline. He emphasized that the government is committed to bringing back hope and revitalizing town centres across Britain. The government is also proposing to extend the maximum length of Closure Orders for investigations related to organized crime and other businesses, from six to 12 months.

This additional time will enable police and local authorities to better investigate and prevent the reopening of such businesses.

Housing, Communities and Local Government Secretary Angela Rayner highlighted that residents are often aware when their high streets are not working for them, whether it is an unwanted vape shop or betting shop, a poorly maintained shopfront, or the overall sense of lack of control. The government plans to work with councils to enhance the appearance of high streets, including shopfronts, signs, and other features that contribute to an uninviting atmosphere in town centers.

Additionally, the government will collaborate with the Planning Advisory Service to provide practical guidance to councils on how to improve their local high streets and create more appealing and thriving environments.
