반도체 공장 증설 ‘부스터’ 단다…트리니티팹 증여세도 비과세

The government has announced plans to streamline the process of building factories in large industrial zones, such as semiconductor clusters, by introducing a new law that allows for expedited building permits. The Special Purpose Foundation 'Triennial' that operates semiconductor prototype test beds will also be granted a special tax exemption on donations.

The details were outlined in the 'Current-Centered Industrial Investment and Innovation Support Plan (Phase 1)', presented during a special economic committee meeting chaired by Vice Prime Minister and Minister of Finance and Economic Affairs, Yun Chung-tae.

For manufacturing facilities located in zones exceeding a certain size, the revised building law will permit separate permit applications for different phases of construction. This change aims to speed up the overall process, allowing construction to continue on the first lot while the second is permitted, thus reducing the time needed for factory expansion. The revised permits are expected to result in an investment of approximately 2.5 trillion won being accelerated.

The 'Triennial', a non-profit organization that conducts tests on semiconductor materials, components, and equipment, is set to receive tax-free donations on inherited property up to 2031. This tax break was established in recognition of the project's public benefit nature and the importance of its collaboration with both public and private entities.

The Ministry of Finance and Economic Affairs cited the project's synergistic nature, its emphasis on co-development, and its contribution to sustainable industrial growth as reasons for the tax relief.

Additional provisions in the plan include the inclusion of industries related to secondary battery resource recycling in the existing Gangwon and Pohang industrial zones; the rezoning of green space for bio-manufacturing facilities within the Ochang Science Cluster; and the addition of beverage manufacturing facilities to the Jeonnam Jeonju Food Cluster.

The plan also aims to establish safety standards for collaborative robots that work alongside human workers. The officials involved expressed their commitment to ensuring that the outlined measures translate into actual investments and to the swift introduction of further measures focused on leading-edge innovation, green industries, and supporting corporate innovation and investment.
