Lebanon passes sweeping amnesty law for prisoners, wanted people

Lebanon's parliament has passed a groundbreaking amnesty law aimed at benefiting thousands of prisoners and individuals sought by authorities. This long-awaited legislation, absent since 1991, seeks to alleviate prison overcrowding and mitigate lengthy sentences. The law's approval brings relief to inmates awaiting trial for years, with the new ruling reducing their terms by 17 years in cases involving capital punishment or life imprisonment.

Recently recognized as 12 years and nine months of actual imprisonment, Lebanon currently has a prison overcrowding rate of 300%, housing a staggering 6,268 inmates as of March 2025. The amnesty law also calls for the release of detainees held for over 12 years without charges while their trials persist. The impetus behind this law emerged after the fall of Syrian President Bashar al-Assad in 2024, when numerous Islamist prisoners were incarcerated for alleged ties to the Syrian civil war.

Many of these prisoners, primarily from Tripoli, are accused of offenses ranging from attacking the Lebanese army to planning bombings. Additionally, various political factions, including Iran-backed Shia movement Hezbollah, have long advocated for amnesty on behalf of their communities. Drug-related offenses and car theft have been at the forefront of demands from families in eastern Baalbek, Hermel, and other regions, where illicit cannabis cultivation thrives.

The Christian parties have also pushed for the law's inclusion of families of those who fled to Israel after Lebanon's withdrawal from southern Lebanon in 2000, fearing potential repercussions from Hezbollah and its supporters.
