Household solar plants to receive "green" tariff only during set generation hours - NEURC

Ukraine's National Energy and Utilities Regulatory Commission (NEURC) has determined the periods when household solar power plants will be compensated for their electricity at the green tariff rate. During the summer months from April 1 to October 31, the eligible generation hours are between 4:00 a.m. and 11:00 p.m. Conversely, from November 1 to March 31, the applicable timeframe shifts to 6:00 a.m. to 9:00 p.m.

This decision, outlined in amendments to the Retail Electricity Market Rules and the Procedure for the Sale and Metering of Electricity, was approved through resolution No. 1360 on August 11, 2026. The NEURC clarified that energy not falling under the green tariff will be procured by universal service providers at prices dictated by the hourly day-ahead market.

Furthermore, NEURC stipulated that the amount of electricity credited for settlement purposes cannot surpass the contracted capacity of each generating unit per hour of operation. This stipulation aims to enhance the precision of output metering and standardize the application of the green tariff rules for household solar plant owners.

The updated regulations are expected to provide more stable and transparent conditions for the functioning of household solar power plants, ensuring consistent methods for measuring generated electricity and processing payments at the green tariff rate. National Power Company Ukrenergo, which finances the green tariff, had previously expressed concerns regarding the metering of nighttime electricity generation by household solar plants and instances where generation exceeds contracted capacities.
