Fresh details emerge how NTSA raises over Ksh9B but only receives a small share

The National Transport and Safety Authority (NTSA) generates between Ksh9 billion and Ksh10 billion in own-source revenue each year, yet struggles to secure enough funds to fulfill its mandate. NTSA Director General Nahashon Kodhiwa made a plea to MPs during a meeting on August 11, 2026, requesting that they support retaining Ksh3 billion from the revenue collected.

This retained amount would be allocated towards improving road safety through stricter compliance checks, the introduction of digital number plates, enhancements to the Transport Integrated Management System (TIMS), and broader road safety campaigns. The appeal arises amidst Kenya's ongoing high rate of road crashes and fatalities, placing increased pressure on transport safety agencies.

Committee chairman George Kariuki assured MPs that they would support NTSA's request for additional financial backing, emphasizing that the funds are crucial for saving lives. However, the committee cautioned against imposing speed limits on highways, as it could exacerbate traffic congestion. MPs also called for greater collaboration with other road agencies such as the Kenya National Highways Authority (KeNHA) and Kenya Urban Roads Authority (KURA) to identify road sections needing attention.

Additionally, suggestions were made to focus on safety and regulation in the boda boda and matatu sectors, emphasizing job creation. The committee further encouraged NTSA to develop policies and expand its influence nationwide, urging intergovernmental relations involving Governors through County Assemblies to address sectoral issues.
