Diesel market sees shortage in July despite increased supplies – A-95

In July 2026, despite a 5% increase in diesel fuel imports, the Ukrainian market witnessed a diesel shortage. A-95 Consulting Group reported that Ukraine imported 562,000 tonnes of diesel fuel in July, up from the same period in 2025. The shortage was attributed to rising prices due to Middle East tensions, increased demand from industrial and private buyers, and a shift in agricultural exports to road and rail transport.

The top three countries supplying diesel to Ukraine in July were Poland, Romania, and Lithuania, accounting for 83% of the total imports. Poland's share increased significantly, reaching nearly 203,000 tonnes, a 26% rise from the previous year. Lithuania also saw a 65% surge in imports, delivering 84,300 tonnes. Romania contributed 25% more than in July 2025, reaching a monthly record of 179,000 tonnes.

The Polish supply route faced logistical challenges, including the Danube's record shallowing and security risks, leading to increased demand. Romania supplied a record 179,000 tonnes, while Poland's ORLEN S.A. remained the largest corporate supplier, shipping 137,000 tonnes from its refineries in Poland and Lithuania. The OKKO group led the supply chain with 73,000 tonnes, while JSC Ukrnafta followed with 60,000 tonnes.

UPG and JSC Enerho Treid rounded out the top five importers. Among new suppliers, ZPEK showed the strongest year-on-year growth, increasing supplies by 5.3-fold to 32,000 tonnes.
