Dangote refinery spurs West Africa fuel trading hub ambitions

West African energy regulators are expanding their ambitions for a fuel trading hub, fueled by the emergence of new refining capacity, particularly from Nigeria’s Dangote refinery. At a regional refined fuel market conference, Rabiu Umar, the CEO of Nigeria’s Midstream and Downstream Petroleum Regulatory Authority, emphasized that the 650,000 barrel per day (bpd) Dangote refinery's 2024 launch is reshaping fuel supply chains and bolstering the case for a West African pricing and trading system free from foreign benchmarks.

Umar stated, "Africa must progress from being principally a price-taker in global petroleum markets to becoming an increasingly credible centre of price discovery, trading, investment and value creation."

In terms of progress, the regulator highlighted growing collaboration with S&P Global Commodity Insights towards establishing a regional refined-products benchmark market. Umar acknowledged strides in aligning regional fuel pricing and regulation over the past year, but cautioned that infrastructure deficiencies, logistical challenges, and limited market transparency remain obstacles to creating a credible hub.

Establishing such a hub would necessitate significant investments in pipelines, storage facilities, marine logistics, and digital trading systems to enhance fuel distribution and market liquidity.

The regulator urged West African nations to standardize fuel quality, licensing procedures, and trade regulations. However, they cautioned that regulatory fragmentation was raising the cost of trading energy across the region, arguing that harmonization is a prerequisite for unlocking the full potential of a West African fuel trading ecosystem.
