US ‘Doing its Homework’ On Risks of Ukraine Patriot Interceptor Production

Washington is reportedly examining the potential risks of Ukraine producing Patriot missile interceptors, as officials "do their homework" on the possibility of the technology falling into Russian hands, according to senior fellow Charles Kupchan of the Council on Foreign Relations. The discussion seems to center around security concerns and the potential for the advanced technology to be stolen by Russian forces.

Kupchan stated that there are ongoing conversations between the US government and Lockheed Martin, the manufacturer, regarding the safety of transferring this sensitive military technology. Initially, President Donald Trump had suggested Ukraine could produce Patriot interceptors, but later expressed concerns about transferring such sensitive military equipment, emphasizing the need to exercise caution.

Kupchan dismissed claims that US manufacturers were hesitant to allow Ukrainian production due to fears of Kyiv being able to create the interceptors faster and more cheaply. Instead, he suggested that the primary concern is the security of the technology within Ukraine. Even if Washington grants a production license, Kupchan cautioned that it would not immediately solve Ukraine's immediate shortage of air-defense interceptors.

The technology transfer and production process would take considerable time, and Kupchan emphasized that this is not a quick fix for Ukraine. He pointed out that Germany and Japan have already been licensed to produce Patriot interceptors, but the main concern is likely the security of the technology in Ukraine. Kupchan noted that cooperation between Germany and Poland on joint production could be a plausible long-term solution, but stressed that Ukraine needs an immediate fix as ballistic missiles continue to hit the country nightly.

He mentioned alternative options, such as French missiles, and highlighted that Ukrainian officials are actively working on developing their own missile defense system.
