KUALA LUMPUR: The Tabung Haji (TH) has launched a massive outreach initiative to disseminate the findings of the Royal Malaysian Commission of Inquiry (RCI) report on the institution, through a special booklet titled "Tabung Haji: Apa Sudah Jadi?". The booklet aims to provide accurate and clear facts from official sources, countering misinformation due to management controversies from 2014 to 2020 revealed by the RCI report.

This step is also aimed at rebuilding confidence among the 9 million depositors in the future management and financial handling of the national Hajj management institution based on factual evidence. The initiative was carried out through the distribution of posters in digital and print formats to ensure the public can investigate the contents and facts of the inquiry more deeply and accurately.

To ensure maximum information reach, the digital booklet is being circulated through WhatsApp in mosques and masjids today, while the printed version will be released on Friday, particularly around the federal territory. The concise booklet, derived from the original 211-page document, details the timeline leading to the inquiry, beginning with Bank Negara Malaysia's warning in 2014-2015 about TH's weak financial status and dangers.

It further exposes several critical findings of the RCI, including TH's failure to manage asset-liability deficits since 2014, violations of accounting rules and standards, and misuse of Realizable Cost Assets (RAC) for charity announcement purposes, which were found not to be recognized standards in financial statement preparation.

Additionally, the booklet addresses issues of administrative management and political interference risks, weaknesses in investment monitoring, and conflicts of interest involving a subsidiary company, as key causes of controversy. However, the RCI acknowledges that the 2018 TH Rehabilitation and Restructuring Plan is the most appropriate and critical step taken to save and revive the financial status of TH.

The booklet also outlines the RCI's main recommendations for ensuring TH's future, such as strengthening the Tabung Haji Act to refine the organization's power structure, functions, and management, as well as prohibiting active political appointees from becoming chairpersons or board members. The implementation of most of these recommendations is currently underway, with TH sharing recent developments in its financial status, which is now at a very strong level, including announcing a record 3.5% profit dividend for 2025, the highest in eight years, and recording a record RM4.64 billion investment income in 2025 - the highest in its history.

TH's improved integrity is further demonstrated by the agency's repayment of RM693.6 million in zakat from 2019 to 2025, and continued international recognition through the Diamond Award (Best Overall) in the Arab Saudi Labbaytum Awards for 2025 and 2026. So far, more than 75% of the RCI initiative has been carried out by TH. This outreach effort was launched on the same day as a special House of Representatives session to discuss the RCI report in detail.
