Qatar strengthens rights, inclusion and accessibility for persons with disabilities

Qatar has been actively enhancing its legislation, digital tools, healthcare, and social programs to promote the rights and inclusion of individuals with disabilities. Recent initiatives have placed a stronger emphasis on equality, accessibility, empowerment, and participation in public life. A significant legislative achievement was the enactment of Law No. (22) of 2025 on Persons with Disabilities, which reinforces the legal framework for their rights, emphasizing principles of equality, non-discrimination, empowerment, and protection.

Qatar ratified the Convention on the Rights of Persons with Disabilities (CRPD) in 2008, committing to ensuring equal enjoyment of rights and full societal participation for persons with disabilities, across areas such as accessibility, education, healthcare, employment, social protection, political participation, justice, culture, sports, and recreation.

Recent years have seen Qatar focusing on integrating accessibility into everyday public and digital services. The national digital platform "Yusr" facilitates access to relevant services and information for persons with disabilities and their families, adhering to digital accessibility standards. The government reports a 94% digital accessibility rate across government websites and ranks fifth globally in the Digital Accessibility Rights Evaluation Index, highlighting the importance of accessible digital infrastructure.

In healthcare, the "Qatar Creates Vision" initiative aims to expand access to eye-care services globally and offers access to prosthetic limbs, orthotic devices, assistive technologies, and specialized rehabilitation services. Accessibility extends to public and tourist locations, with the "Accessible Qatar" initiative providing information on the accessibility of various facilities and destinations.

Qatar's approach also includes participation in social, cultural, and sporting activities, with programmes like "For All Abilities" aimed at expanding opportunities for persons with disabilities in sports, cultural, and recreational activities. Education and employment rights are also protected under the CRPD, ensuring inclusive education systems, equal opportunities, equal pay and promotion in employment, reasonable accommodations, and access to an adequate standard of living and social protection.

Persons with disabilities have the right to equal access to justice, including recognition of their legal capacity and appropriate support to exercise their legal rights. Qatar has also promoted inclusion through technology and communication, launching the "Sukoon" application to digitize the Unified Arabic Sign Language Dictionary and promote digital inclusion for the deaf.

At the international level, Qatar contributed to the UN General Assembly's adoption of a resolution declaring June 27 as International Day of Deafblindness and participates in World Autism Awareness Day. Qatar is also preparing to host the Fourth Global Disability Summit in 2028, aiming to foster international discussions on disability inclusion and rights-based policies.
