Puerto Rico Clears a First Step for the US$2 Billion Esencia Resort

Puerto Rico's Office of Management of Permits (OGPe) has given the green light for a US$2 billion-plus luxury resort project in Cabo Rojo, marking a significant step forward. However, the approval does not mean the project is guaranteed to move forward, as additional environmental endorsements and permits are still required. The developers, Reuben Brothers and Three Rules Capital, envision a 2,000-acre resort with 500 luxury hotel rooms, 1,200 private residences, two golf courses, an equestrian center, a K-12 school, and a 24/7 medical center.

They project the development to generate over 17,000 jobs and contribute more than US$7 billion to the local economy. Despite these optimistic projections, critics argue that the proposed project poses significant challenges for Cabo Rojo, a semi-arid region already grappling with water supply issues and a fragile power grid. Environmentalists and local residents fear that the influx of thousands of residents, hotel guests, and recreational facilities will strain vital resources and disrupt sensitive ecosystems.

The developers counter these concerns by highlighting their commitment to environmental stewardship, including plans for renewable energy generation, water recycling systems, and designated conservation areas. However, the debate over the project's environmental impact continues to intensify. If the Esencia resort receives the remaining permits and begins construction by the projected 2029 timeline, it could signal that large-scale luxury development is possible in Puerto Rico, even in the face of ongoing infrastructure challenges.

Conversely, if the project stalls over water and environmental objections, it could serve as a cautionary tale for similar resort developments across the Caribbean. As of July 31, 2026, the location consultation approval is a crucial milestone, but the real test will come in the coming months as developers work to secure additional permits and attract buyers.
