Tijuana Innovadora, a civic movement founded in 2010 by José Galicot Behar, has evolved from a biennial event to a year-round initiative aimed at transforming the city's narrative. The focus has shifted from crime to the city's status as a burgeoning business capital. Since its inception, the movement has seen numerous successful actions, including a pollution monitoring program for the Tijuana River, which has long been a contentious issue due to toxic waste and raw sewage pollution.

An agreement between the U.S. and Mexico in 2025 aims to address the issue, with $93 million earmarked for infrastructure projects. Additionally, Tijuana Innovadora has partnered with the Baja Health Cluster to promote medical and dental tourism in Baja California, recognizing the state's popularity in the industry. The region is expected to see a significant increase in medical tourism revenue, with more than $2 billion generated in 2024 alone.

Furthermore, the annual Fiestas de la Vendimia wine harvest festival in Baja California, set to take place from Aug. 5-30, 2026, is anticipated to attract over 90,000 visitors and generate over 600 million pesos in economic value. The festival features 35 events spanning 25 days, showcasing wine production in Mexico's most productive wine region, which accounts for roughly 70% of the country's total wine output.
