Lula Is Set to Sign Four Energy Decrees, Opening the Power Market

Brazil’s President Luiz Inácio Lula da Silva is set to sign four energy decrees on August 12, 2026, which could significantly reshape the country’s power market. The measures aim to cut household electricity costs by a fifth, kickstart clean fuel industries, and establish a regulatory framework for carbon storage. The decrees will gradually open the free electricity market to low-voltage consumers, initially commercial and industrial customers from November 2027, followed by residential customers from November 2028.

One decree sets the rules for sustainable aviation fuel, ensuring airlines flying out of Brazil adhere to specific standards for production, blending, and sales. Another decree regulates carbon capture, utilization, and storage (CCUS), providing necessary guidelines for investors and operators. The fourth decree establishes Brazil’s low-carbon hydrogen framework, defining what qualifies as low-carbon hydrogen—a crucial element for producers, buyers, and the overall energy transition.

While these decrees have the potential to drive Brazil’s energy future, the savings for residents may be slower to materialize, depending on market competition and the implementation timeline.
