Lee calls for ‘blitzkrieg’ speed to build chip cluster near Gwangju

President Lee Jae Myung has called for a rapid relocation of operations at the Gwangju air base by mid-2028 to facilitate the construction of a semiconductor cluster at the site. The Blue House intends to pass special legislation and streamline procedures for permits and environmental assessments ahead of the end of the year. Addressing a joint review of the administration's megaprojects, Lee emphasized the need for an accelerated approach, likening it to a "blitzkrieg."

The air base was initially designated for the semiconductor complex, with Lee stressing the importance of a comprehensive review to ensure smooth investment and minimize bureaucratic delays. The Blue House chief of staff, Kang Hoon-sik, indicated plans to evaluate corporate interest in designating additional sites in the area. The administration plans to initiate construction or expansion projects worth 246 trillion won involving six companies in the Chungcheong provinces and 107 trillion won in the southeastern Yeongnam region.

Discussions also covered water supply using recycled wastewater, as well as ensuring a stable power supply. The government is currently considering a provision that would create exceptions to the 52-hour workweek limit for the megaprojects, with officials emphasizing the need for dialogue with local communities and organized labor.
