I am deeply pained, did not want confrontation: Basavaraj Horatti on resigning as Legislative Council Chairman

Former Karnataka Legislative Council chairman Basavaraj Horatti expressed deep pain over the events that led to his resignation, speaking to reporters at his home office in Hubballi on Tuesday (August 11, 2026). Horatti noted that this was the first time in history since 1956 that such a situation arose, necessitating his resignation.

On the day of his resignation, the chief minister requested his resignation, to which Horatti conveyed his intention to step down on August 14, following the House's proceedings after a condolence motion on August 13. However, on August 7, the chief minister, the KPCC president, and approximately 20 legislators, including Saleem Ahmed who was selected to replace him, visited the annexe and insisted on his immediate resignation.

Horatti attempted to explain that he would resign on August 14, as he had already announced and publicized, but they remained insistent. They even had his resignation letter typed. Horatti declined to confront them, signing the letter instead to de-escalate the situation. According to Section 183, the Chairman must submit his resignation to the Deputy Chairman.

Since the position was vacant, Horatti aimed to complete the process of appointing a Deputy Chairman before notifying him of his resignation. Horatti informed the Governor about the incidents via letter, not as a complaint but to inform the Governor of the developments. The appointment of a Pro-tem Chairman indicated the acceptance of his resignation.

Horatti lamented that the Congress's announcement of a candidate for the post of Chairman on its party letterhead was inappropriate as it was a constitutional post. He expressed regret over not being allowed to deliver a parting speech, through which he intended to thank the House for their cooperation during his tenure. Horatti stated that he will continue to participate in House proceedings as a member.
